A Phase I environmental site assessment is quotable because the standard defines it: records, a site reconnaissance, interviews, a report. The deliverable's shape is not up for negotiation, which is exactly why the fee can be fixed. What cannot be fixed in advance is what the records turn up — a recognised environmental condition converts an assessment into an investigation, and that is a Phase II with a drill rig and a laboratory behind it.

- How long it stands
- 45 days, on the Phase I scope as written; a requirement your lender adds later is scoped and priced on its own.
- What it does not cover
- Laboratory analysis, drilling and soil borings, agency file review fees, and remediation or monitoring of anything identified.
- What would change the price
- A records search that identifies a recognised environmental condition requiring interviews and file reviews beyond the standard's minimum.
- How the client accepts it
- Accept by signing, and name the parties the report is to be certified to; reliance runs to those parties alone.

What to put on an environmental consulting quote
- The assessment standard the work is performed to, named explicitly
- Records reviewed: regulatory databases, historical aerials, fire insurance maps, city directories
- The site reconnaissance and how many hours on site it assumes
- Interviews included — owner, occupant, local agency — by count
- Report recipients, because reliance is what a lender is actually buying
- Turnaround in business days from instruction and from site access
- Where Phase I stops and Phase II begins, in plain words
Questions
Who can rely on the report?
Only the parties named on it. Reliance is the product a lender is paying for, and adding a second lender later is a reliance letter with its own fee — much better said on the quote than negotiated during a closing.
Why can't a Phase II be priced at the same time?
Because its scope is decided by what Phase I finds. Boring locations, depths and analyte lists all follow from the recognised environmental condition, and pricing them beforehand would mean pricing an investigation of something nobody has identified yet.
What delays a Phase I most often?
Site access and the agency file review. Both sit outside the consultant's control, so the quote should tie the turnaround to the date access is granted rather than to the date of instruction.
