What this quote commits you to

How long it stands: 30 days at the word count of the source files supplied; a revised source is counted and quoted again before work starts.
What it does not cover: Certification, notarisation and sworn translation for court use, plus desktop publishing beyond the pages listed above.
What would change the price: Source text added or revised after the count, and any request for a second linguist's review where none was scoped.
How the client accepts it: Accept in writing and approve the glossary; the files go to the linguist the same day the glossary is signed off.

What to put on a translation quote

Source word count, and that the price is per source word rather than per target word
The language pair, with the regional variant named
Subject matter and the specialism it requires — medical, legal, technical
Whether revision by a second linguist is included, or quoted as an option
Text expansion in the target language, and who fixes the layout it breaks
Delivery format, and whether editable source files are being supplied
Glossary and reference material the client will provide, with a date

Questions

Should translation be quoted per source or per target word?

Per source word, always, and say so on the document. The source is countable before anyone starts; the target count is only known at the end, which means a per-target price is a number neither side can check when they agree to it.

Is revision by a second linguist included?

State it either way. A single-linguist translation and a translate-plus-revise workflow are different products at different prices, and buyers who do not know the difference will read a lower quote as a better one.

What about certified or sworn translation?

Exclude it unless it was asked for. Certification is a separate act with its own fee and, in some jurisdictions, a translator who holds a particular standing — pricing it silently into a per-word rate helps nobody.

Can a copywriter or freelance writer quote from this?

Yes, with one substitution. A writer has no source text to count, so the unit is the deliverable — a landing page, a 1,200-word article, a set of product descriptions — and the word count is a target rather than a measurement. Everything else transfers: rounds of client notes take the place of the second linguist's revision, the brief and tone guide take the place of the glossary, and the price still holds against a defined piece rather than against writing time in general.
